This is due to what is called move-ups. When there is a conflict with The Rule of Difference in a higher level report, employees will be moved further up in the structure.

Example: There are two units which combined make an aggregated unit. The units have an employee count of 7 and 2, respectively. Due to the fact that Ennova prioritize lowest level units in the analysis, the report for the 7 employees will be created. Since this report is created, the higher level report with all of the 9 employees will conflict with the rule of difference. Therefore, the higher level report will only contain the 7 employees. The answers from the last 2 employees will be included in a high level report further up in the structure.
