Why do questions with scale categories (1-10) not all have a heading/explanation?

There is no text describing each of the 10 points on the scales, but only the extremes of the scales (1 and 10).
The reasoning for this is that we want employees to be as intuitive as possible when answering the survey and allow themselves to interpret what e.g. 7 on the scale represents.
